What does the bible say about some believers remaining here on earth?

This is the truth: God is the God of the living, not the dead. This world was created to be our paradise with God. Spiritual heaven is not the whole plan for us. Jerusalem comes down from heaven to earth, which means it's manifest in this world. This is no rapture; there is a gathering at the appointed time for the elect. These make up the Bride who reign with Christ for 1000 years from the nation of Israel, with all other nations is submission to the Great King when He comes. After the 1000 year Great Sabbath, this world will either be renewed or replaced with a new earth and heavens. We were always meant to be alive, never dead. We await the glory of physical and spiritual perfection, not being dead out in space with God. Spiritual heaven is all around us and within us, and can communicate with us, but it is not our eternal home. The blood of the dead cries out to live, and the kingdom which comes is God's will done on earth as is the spiritual blueprint of heaven. Wake-up and you will find that you are in heaven, and it undergoes warfare, and violent men have taken it by force. But the time will come when you will be born again with your glorified new body, which is a baby, and will witness Christ King.
